I don't understand how PM works on this board. I created and thought I sent a PM but it is sitting in my Outbox and not going to Sentbox. Does that mean it has not been sent? Does it mean that it has not been read yet by the recipient?

A message you send but isn't read yet by the recipient sits in the "Out" box. Once the recipient reads it, the software will "move" the message to your "Sent" box.
