That is an excellent distinction, Amy. A corrupt society is a breeding ground for the anti-hero. This set up also gives players that want to get nitty gritty and somewhat throw morals and ethics to the wind a real focus when they realize that greed and thuggery are the least of the evils. It really shifts the bar of perspective, allowing even "criminals" to be heroes.

Being a 'made man' in the eyes of the locals also helps in play in that most Perception checks (and in a big city, someone's always watching) made against the PCs don't really matter as most of the the common folks couldn't be further from interested in getting involved. They're just as happy to go about their day eking out what they can without drawing attention to themselves.
